A practical comparison for UK hauliers weighing one system for tachograph and defect records against paper, spreadsheets or separate tools.
What problem does one system actually solve?
If you run five to 100 vehicles, the problem is not usually a lack of data. It is that the data sits in different places, arrives at different times, and is hard to trust when someone asks for proof.
A typical setup looks like this:
- drivers complete a paper defect book or a walkaround sheet in the cab
- the office keeps a spreadsheet of outstanding defects
- tachograph downloads sit in a separate analysis package
- PMIs are filed by the workshop or an external maintenance provider
- vehicle off-road decisions are made by phone, text or WhatsApp
- nil-defect checks are done, but not always retained in a way that is easy to retrieve
That works, until it doesn’t.
The breakdown usually happens in ordinary situations:
- a driver reports a tyre issue on paper, but the office does not see it until the vehicle has already gone out again
- a nil-defect check is completed, but there is no reliable timestamp showing when it was done
- a tachograph infringement shows a driver used the vehicle, but there is no corresponding daily check record
- a fitter rectifies a defect, but the sign-off is on a different sheet from the original report
- a vehicle is taken off road verbally, but there is no clear management record showing who made the decision and why
- at audit, the transport office can produce the PMI file and the tachograph analysis, but not a joined-up story of defect reporting, rectification and vehicle use
When tachograph records and defect records sit together, the main change is not convenience. It is control.
You can see, against the same vehicle and the same day:
- whether a driver completed a walkaround check
- whether the result was nil defect or reportable defect
- what defect was reported
- whether the vehicle was stopped, restricted or allowed to proceed
- who authorised that decision
- when the defect was rectified
- whether the tachograph record shows the vehicle was then driven
- whether there is a gap that needs management follow-up
That matters because DVSA and the Traffic Commissioner do not just look for documents. They look for systems, management control and evidence that your stated process actually happened.
In a joined-up system, the office stops relying on memory and manual cross-checking. Instead of asking, “Did anyone chase that brake defect?” you can filter for all safety-related defects still open, all missing daily checks, all vehicles used without a signed-off report, or all drivers with repeated omissions. That is the practical value of having tachograph and defect records in one system.
How separate systems compare with one joined-up record
A transport manager’s real jobs are repetitive and time-sensitive: making sure checks are done, defects are followed up, records are complete, and evidence can be produced quickly. On that basis, the four common approaches perform very differently.
Paper records
Paper is simple in the cab and familiar to long-serving drivers. It can still be compliant if managed properly. But in practice it creates delay.
For daily checks, paper depends on the sheet reaching the office. If the defect is serious, delay is the risk. If the report is nil defect, retention becomes the problem, because nil reports are often the first thing to go missing.
For follow-up, paper requires someone to read every sheet, log defects elsewhere, contact maintenance, and chase sign-off. That is manageable at very small scale, but it becomes fragile once vehicles operate from more than one depot or return late.
For audit trail, paper can be acceptable if every stage is signed and dated. In reality, handwriting is unclear, times are missing, and the rectification note may be filed separately.
For reporting and producing evidence, paper is slow. A DVSA visit or customer audit rarely asks for one sheet only. They ask for a period, a vehicle, a driver, and proof of management action.
Spreadsheets
Spreadsheets improve visibility but not capture. They still rely on someone transferring information from paper, text messages or emails.
For daily checks, a spreadsheet does not prove the check happened. It proves someone entered something later.
For follow-up, spreadsheets can track open defects and workshop dates well enough, but they are weak on accountability unless you are disciplined about locked fields, version control and named responsibility.
For audit trail, spreadsheets are poor unless backed by original source records. A changed cell is not a robust maintenance record.
For reporting, spreadsheets are useful for summaries but weak as evidence. If asked when a defect was reported, by whom, and whether the vehicle was used before rectification, you still need to go back to the source documents.
Standalone tachograph analysis
A tachograph package is necessary for driver hours, working time and infringement management. It is not a defect management system.
It helps you with:
- driver card and vehicle unit download schedules
- analysis of drivers’ hours and Working Time rules
- infringement letters and debriefs
- missing mileage and unaccounted activity
- records needed to show active management of drivers’ hours
But it does not usually tell you whether the driver did a walkaround check, whether a defect was reported, or whether a safety defect was rectified before the vehicle moved again.
So you end up with one strong record for hours compliance and another weak record for roadworthiness checks.
One joined-up system
A single system does not remove your legal duties, but it makes them easier to discharge consistently.
For daily checks, the driver’s report is captured at source with a timestamp. Nil defects are retained, not just defects.
For follow-up, defects can be categorised, allocated and chased. Safety-critical items can trigger an immediate off-road decision or mandatory review.
For audit trail, the original report, fitter action, rectification note, sign-off and subsequent vehicle use can all be seen in sequence.
For reporting, you can produce records by vehicle, trailer, driver, depot or date range without rebuilding the file by hand.
For producing evidence, one record is easier to defend. If a vehicle was used after a reported defect, you should be able to show either that the defect was not safety-related, or that it was rectified and signed off before further use.
That joined-up view is particularly useful if you already use operational tools that confirm equipment and movement details, such as vehicle and trailer confirmation, because it reduces arguments over who used what and when.
What records you need to keep and be able to show
In Great Britain, the exact format is less important than whether the records are complete, legible, retrievable and demonstrate proper systems. The core records usually include the following.
Driver hours and tachograph records
You need to keep and be able to produce records relating to drivers’ hours and tachograph use. That normally means:
- driver card downloads
- vehicle unit downloads
- infringement reports
- evidence of driver debriefs and follow-up
- missing mileage or unknown driving investigations
- records of manual entries, where relevant
- working time records where applicable
The detailed rules on driving time and rest derive from retained EU law and UK domestic rules, but the enforcement position is UK-specific. In Northern Ireland, EU rules continue to have some different legal context from Great Britain, so if you operate across both, check that your process and legal references match the territory.
Daily walkaround defect reports
For HGV and PSV operation, you should be able to show that drivers carry out a daily walkaround check and report defects. In practice, keep:
- the daily defect report for each day the vehicle is used
- nil-defect reports, not just defect reports
- driver identification
- vehicle and trailer identification where relevant
- date and time of the check
- defect details
- whether the defect affects roadworthiness or safe operation

Rectification records
You also need the rectification side, not just the driver report:
- what action was taken
- who carried it out
- when it was completed

Vehicle off-road decisions
Where a reported issue makes the vehicle unroadworthy or unsafe, there should be a clear off-road decision. Keep:
- the defect report
- the management or fitter assessment
- the decision to stop the vehicle, substitute it, or restrict use
- the rectification and release record
A verbal instruction is not enough unless it is then documented.
PMI links
A daily defect report is not a substitute for a PMI. Nor is a PMI a substitute for daily checks.
You should be able to link recurring or unresolved defects into the planned maintenance system. In practice that means:
- recording whether a defect was rectified immediately or referred to the workshop
- linking the defect to a PMI or workshop booking where appropriate
- retaining the PMI sheet and any repair sheets
- showing that inspection intervals were kept and defects found at PMI were addressed
Differences between HGV and PSV, and GB and Northern Ireland
The broad expectations on daily defect reporting, roadworthiness control and maintenance evidence are similar across HGV and PSV, but PSV operators often face closer scrutiny on safety management because of passenger risk and the standard expected by the Traffic Commissioner.
For GB and Northern Ireland, be careful not to assume every tachograph and drivers’ hours point is identical in legal basis. Operationally, most transport managers want one working process, but your legal review should reflect where the vehicles are based and operated.
How to check whether the system will stand up to DVSA scrutiny
Do not ask whether the system is modern. Ask whether it would survive a desk-based DVSA investigation, an Earned Recognition review, a customer audit, or a Public Inquiry bundle request.
Use this checklist.
1. Can you see the original record and every later action?
You need a proper audit trail:
- original driver submission
- any edits or reclassification
- fitter or workshop action
- manager decision
- final sign-off
If a record can be overwritten without history, that is a weakness.
2. Are timestamps automatic and credible?
The system should record:
- when the driver completed the check
- when the defect was reported
- when the vehicle was assessed
- when rectification was completed
- when the vehicle was released
Manual dates typed in afterwards are less persuasive than system timestamps.
3. Is sign-off attributable to named people?
You should be able to identify:
- the driver who made the report
- the fitter or workshop that carried out rectification
- the manager who accepted any deferred action or return to service
Generic logins undermine accountability.
4. How are missing reports handled?
This is one of the biggest practical tests.
Ask:
- does the system identify vehicles used with no daily check record?
- does it identify drivers with repeated missing reports?
- is there an exception queue for management review?
- is there evidence that the office chased and resolved omissions?
A system that stores reports is not enough. It must also surface non-compliance.
5. Can it distinguish nil defects from no report?
These are not the same thing.
A nil-defect report means the check was done and nothing reportable was found. No report means you cannot prove the check happened. Your system should show the difference clearly.
6. Are exception alerts useful, not cosmetic?
Useful alerts include:
- missed driver card or vehicle downloads
- repeated infringement patterns
- daily check not completed before first use
- safety defects still open
- vehicle used after an off-road decision
- defects recurring across multiple days or drivers
These are the alerts that support OCRS-related management evidence.
7. Can you produce records quickly?
You should be able to provide, without rebuilding the file by hand:
- all defect reports for a vehicle over a selected period
- all nil-defect and defect reports for a driver
- rectification records linked to reported defects
- evidence that a particular defect was repaired before reuse
- tachograph records and follow-up for the same period
If DVSA, a customer or the Traffic Commissioner asks for records, speed matters. Delay suggests weak control.
8. Does it help you show management action, not just data storage?
For OCRS and general compliance credibility, management evidence matters:
- infringement letters issued
- driver debriefs completed
- repeated defect reporting trends reviewed
- missing reports chased
- maintenance referrals made
- off-road decisions documented
A file full of raw data with no evidence of review is only half a system.
When one system is worth it for a small or mid-sized operator
Not every operator needs the same level of sophistication. The test is whether the current setup still gives you control.
Five to 10 vehicles
If you have one depot, stable drivers and a hands-on transport manager, paper and a disciplined filing process can still work. But the risk rises quickly if:
- vehicles leave early and return late
- drivers are not seen in the office daily
- trailers are shared
- defect sheets are often illegible or late
- tachograph follow-up is already done in a separate package
At this size, a single system is usually worth considering when the office is spending too much time chasing missing sheets and matching defects to repairs.
10 to 30 vehicles
This is where separate systems often start to fail. There are enough vehicles for patterns to be missed, but not enough office staff to absorb the admin.
A joined-up record becomes valuable if you have:
- more than one depot or parking location
- agency drivers
- subcontracted maintenance
- mixed HGV and PSV work
- customer compliance questionnaires
- contract requirements tied to DVS or other site rules
30 to 100 vehicles
At this scale, one system is less about convenience and more about consistency. Manual reconciliation becomes a management weakness.
You are more likely to need:
- standard defect categories across depots
- shared visibility between transport and workshop
- central reporting for audits
- faster production of evidence for customers and regulators
- reliable records when the person “who knows the history” is on leave
If you also need operational records tied together, such as proof of delivery and job status, there can be value in reducing the number of separate back-office systems. For example, some operators want transport records to sit closer to finance records and may look at tools that connect operations with invoicing and exports to packages such as QuickBooks. That is useful, but it should not distract from the compliance test: can you prove roadworthiness control and driver-hours management?
How to move from paper and spreadsheets without losing control
The safest migration is not “switch on Monday”. It is staged, with your actual process mapped first.
1. Map the current process as it really happens
Write down the present workflow, including the unofficial parts:
- when drivers do the check
- what form they use
- who reads it
- how defects are categorised
- who decides off-road status
- how repairs are booked
- how rectification is signed off
- where PMIs are filed
- how tachograph exceptions are reviewed
- what happens when a report is missing
Do not design the new process around the idealised version if the real one is different.
2. Set clear responsibilities
Define who does what:
- drivers report defects and complete nil-defect checks before first use
- fitters or workshops assess and rectify defects
- transport managers review exceptions and off-road decisions
- maintenance staff link deferred defects to workshop bookings or PMI references
- admin staff check record completeness, but do not make engineering decisions
Write this into your internal procedure, not just the training notes.
3. Standardise defect categories
You need categories that support action. For example:
- safety-critical / vehicle off road
- roadworthiness defect requiring rectification before next use
- minor defect for planned repair
- damage / cosmetic only
- not a defect / driver query
If every depot uses different wording, reporting becomes meaningless.
4. Define the rectification workflow
Make the route explicit:
- driver reports defect
- office or fitter reviews
- vehicle is stopped, restricted or allowed to continue
- repair is completed or booked
- rectification is signed off
- release to service is recorded
- linked record is retained against vehicle and date
This is where many operators lose control during migration, because the reporting side goes digital but the repair sign-off still happens by text message.
5. Link defects to PMI and workshop records
Build the reference fields from the start:
- PMI number or date
- workshop job number
- fitter name
- external supplier reference
- release-to-service sign-off
That is what lets you show continuity between daily checks and planned maintenance.
6. Keep manager checks in the process
Do not assume the software replaces supervision. Set routine reviews:
- daily check for missing reports
- daily review of open safety defects
- weekly review of recurring defects
- weekly tachograph exception review
- monthly sample audit of vehicle files

7. Run a phased rollout
A sensible approach is:
- one depot or one driver group first
- a short parallel run with paper retained as backup
- daily review of missing or misfiled records

Do not move everyone at once if your fleet includes agency drivers, mixed vehicle types or multiple maintenance providers.
8. Audit the first month properly
At the end of the first month, test the new process as DVSA would test it.
Pull a sample of vehicles and ask:
- is there a daily report for each day used?
- can nil defects be distinguished from missing reports?
- do reported defects have rectification records?
- where the vehicle was used after a defect, is the reason documented?
- do tachograph records align with vehicle use and driver identity?
- can you retrieve the whole chain quickly?
If the answer is no, fix the process immediately. Early drift becomes normal practice very quickly.
